It's been bugging me for decades!

All I can remember was starting to watch an animated Christmas movie on TV that i found hilarious at the time, but missed the start.

It was your standard 2d hand animated style (maybe like a cleaned up Rocky & Bullwinkle style).

It had a dopey super hero who kept screwing up in silly ways, e.g. saved someone from a fire by sucking up the flames, the person thanks him and then in saying, "you're welcome", let's the flames out all over the same person.

It had a made for TV feel, but pretty sure it was feature length.

HELP!!!
