CUE??????

Filed a claim. They VA said I have a college degree in the denial letter. I filed an HLR part of which I told them I had no degree. The denial said I had a college degree. I filed a supplemental, again stating I have no college degree. In the denial they again claimed I had a degree. I filed another supplemental. This time I had gotten my transcript from the 1970s where I had taken some night classes. I also got a formal letter from the Registrar's Office stating clearly that I had never received any degree, ever. I submitted these as evidence with my claim. THEY CAME BACK AGAIN stating I had a college degree. CUE?????

Just exactly what is the result of a CUE? Is it ever certain what steps happen after? Do they reverse the original decision or can they send the claim back on remand or any of the above (or even more possibilities)? I have very sound basis for two CUEs on a claim but there are other errors that involve violations of regulations which will be coming up on HLR in the near future. CUEs have come up in discussion of my claim in the past but I have never been through one before. I have read here lately that a CUE is decided at the RO level, is that true? Thanks.
