These two 110 films were developed at different times, but with the same method. The bottom, usable, negatives were developed a few weeks before the top.

Same camera. Same developer (home made rodinal), fixer, etc. Stand developed for the same duration(1 hour).

What happened with the top roll to make it so thin?

Developer gone bad? Is it the fixer? something else?
