Is 60 fps without any drops possible?

First of all. Big kudos and thanks to the modding team for making playing BB on PC possible.

Now to the question. I have Ryzen 5 7600 and 9070xt but I can't seem to get stable 60 fps. There are rather frequent 1-5 fps drops.

I got all the possible performance patches. Even the disable the cloth physics patch but the drops are still there.

Does anybody have stable 60 fps with similar specs? I am playing 1440p.
