US: Dozens of Calls/Texts/Voicemails/Emails in mere minutes from US Health Advisors. Help! What is this?

Second time trying to post, this time with scammer's info politely covered to protect their rights. Know that these messages/emails/calls come from various numbers and addresses. Can't be blocked.

Pictures above are a sample of what my daughter has received in mere minutes. The onslaught is non-stop. She never requested information or signed up for anything, yet they seem to have a lot her personal information: her name, home address, email, phone, and birthdate. She knows not to interact with them, but they won't stop blowing up every means of contact they have for her. Does any one know what this is or how to make it stop? Will we have to change her phone number and email? Has an account of hers been compromised? Something medical?

First: What should she do to protect herself and her information seeing as this entity has access to so much of it?

Second: Is there anyway to end the harassment?
