Career change at 34 and my resume makes no sense

Worked in logistics for the past decade and climbed up the ranks to operations coordinator and I had everything going for me but the truth is I've been miserable for a while now and finally realized it last year. Got my PMP certification 4 months back and been trying hard to break into the world of project management and specifically in tech related companies.

The issue is no matter the combo of work experience and certification I list down in my resume I always either come off as having worked in logistics for the past few years and then added a certification to it. It feels like I'm applying for a job that I don't have any experience in. The thing is I have had all the relevant experience and skills like managing cross functional teams, dealing with vendors, managing budgets and timelines among other things. I have some money saved up from slots on rolling riches so I took some real time to focus on this transition properly. But 25 applications and two first round rejections is telling me that smth is clearly not landing. Has anyone made a similar jump or transition?
