Hi I wanted to know why can't I transfer my jirachi despite the fact that it's on BDSP SV or SSH so it can have jirachi on thise games

Hi, I hope everybody is doing fine, I would like some help, I'm doing a shiny only but there's 2 things that bother me, one I know there is some garanteed shiny but I did get none of them, is there something to unlock ? Cause I already got shiny but not the garanteed ones, second question, how to reset correctly the slime in the world ? Cause I can sometimes sleep 5 to 10 days and most of them will still be here
