The reason behind this is maybe since you open one by one the tags which reduces your chance to get the overall tag but here is the solution

Let's say you don't claim your tags for a week , there is more wider chance to get overall tags alot more , I would suggest that you do the needful as well , some may call it lucky , yes it's randomizer and hence I got lucky but I didn't claim and hence it was worth to collect and keep it in mailbox , I would urge if you have not got the overall tags , do not claim the tags and let it sit in your mailbox and collect it all together after a week or two for sure
