one of the gpu fans isn't spinning

Need some advice regarding my Gigabyte Windforce GPU, Specifically the 5060ti dual fan.

It was working fine before until I noticed temps reaching around 86C under load even with an aggressive curve and undervolt. It even crashed once before during heavy stress. I chalked it out to bad thermal so i removed any obstruction under the gpu until it started to make these sounds in the video which, I thought was just coil whine.

What confused me was that the temps recently started getting noticeably worse along with the sound, so while testing with FurMark I realized one of the GPU fans wasn’t spinning at all under load while the other worked normally. I can manually spin the dead fan with my finger during stress testing and nothing seems physically obstructed, so that seems to explain the sudden temp increase.

Its still under warranty but the process takes 3 entire weeks which i cant really wait around having no gpu around. Has anyone experienced this before? Could the fan motor/controller just be stuck or dead, or is there anything safe worth trying before going through a 3–4 week RMA process?
