2017 BMW x5 B47 Turbo Actuator wire cut?

Recently picked up a 2016 BMW X5 B47 diesel.

Noticed significant power loss. The car should be making 500Nm but the sport display is maxing out at 250Nm.
Ran ISTA and got fault code 292600, charging pressure controller for the high pressure stage (VNT), signal open circuit or short circuit to ground. Physically inspected the turbo actuator wiring loom and found 4 out of 5 wires completely cut with only the green wire left intact.

Suspicious whether this was deliberate to mask a turbo issue, unplugging the actuator completely kept the code and generated an additional one.

Next steps to get the wiring repaired and will retest power output afterward.

No smoke or unusual noises while driving. Car has approximately 175,000km.

Any thoughts on whether the wiring repair is likely to fix the issue or whether there could be an issue with the turbo?
