I want to preface this by saying: I am not an attorney or government official and I am open to suggestions on how to go about this.

Justice for Celeste means preventing tragedies like this from happening again.

To people worried this conversation shifts accountability away from David: focusing only on David risks giving people a false sense of justice while distracting us from the systemic failures that allowed a vulnerable minor to repeatedly fall through the cracks before tragedy happened. Celeste should not have carried the burden of holding David accountable alone, especially when LASD was reportedly aware of their relationship.

To those worried about government overreach, please note: this petition is not asking for mass surveillance, unlimited police powers, or a new bureaucracy. California already has these agencies and taxpayer funding in place. We are simply asking for better enforcement, coordination and transparency within the systems that **already exist.**

This is my effort to protect vulnerable minors and push for justice that is actually effective at preventing harm. Individual accountability matters, but it shouldn’t be our entire focus. Preventing cases like this also requires examining the systems that failed to intervene early enough.

At what point will LAPD be held accountable?

EDIT #2: not sure if it’s LAPD/LASD or RCSD, or both, to blame for their negligence. But at what point will they be held accountable, and what can we do to ensure that?

I am not sure if Celeste’s parents fully cooperated with authorities when they reached out. This post is about bringing awareness to this issue so we can find out the answers to these questions. So that we can hold the appropriate agencies accountable for their failure to act on time; their failure to thoroughly investigate Celeste’s disappearance the second and third she went missing, and their failure to report a repeat runaway to the appropriate agencies. This post is to protect other kids like Celeste from harm. Please do not be insensitive in your responses.

I am disgusted that most subgroups following this case don’t seem to push for true justice for Celeste and kids like her. They just take joy in exercising their privilege of watching the downfall of a famous figure, or simply entertained by true crime. A societal phenomenon called: schadenfreude. And a false sense of Justice, that distracts us from seeking real justice.

My thoughts on David: I have heard enough about this case to know that David clearly does not care to die. He was making peace with his fate before it was even decided. From his music videos where he murders himself (along with his victim), to him daydreaming about the electric chair in his old streams, to his sloppy cover-up… He-does-not-care. He has been facing prison time the moment he realized he was 18 filming lewd acts on his phone with a minor. That’s production of CSAM. That alone could put him in jail for up to a decade. And in jail, people often get raped, stabbed, etc. so it’s safe to assume, he has been emotionally PREPARING to face consequences like this for a VERY long time, and him being “cooked anyways” allowed him to continue working without caring too much, and eventually backfired and served as his primary motivator to go all-out on his fantasies and potentially get away with murder. I’m saying all this to say that, if he was arrested sooner.. she would likely still be alive today.

With all the above in mind, It’s also fair to assume, that no amount of punishment for delusional predators like him will prevent cases like these from repeating.

So, where do we go from here as a society?

The brief exposes a bigger evil: systemic neglect. It raises the following questions : What do we have these systems in place for? What do we pay these government agencies for?

At what point in this case should I expect LASD / RCSD to be held accountable for their neglect? I’m tired of the police department and justice system constantly gleeing at the thought punishing people but constantly failing to protect women and kids and prevent harm. We HAVE to have a better system in place.

A child was trafficked under their knowledge. What is the protocol for these cases ? I know CPS has a duty to flag repeat runaways as “high risk” for trafficking in their system. Celeste was a repeat runaway. Did RCSD cross-report Celeste as a repeat runaway to the related agencies? Are these government agencies sufficiently trained to do this? They spoke with David the first time she went missing. They visited his house. He may have lied that he didn’t know her age, but he certainly couldn’t have used that same excuse the second and third time she went missing! And neither could LAPD because now, they had knowledge of where she runs to.

So what’s their excuse ? Why was the police’s response so insufficient the SECOND and THIRD time she went missing, compared to first one ??** Why didn’t they visit David’s house again ??? Why didn’t they ask Celeste’s circle questions? Why didn’t they get a search warrant for his and her devices sooner? Why didn’t they recover the sexual texts sooner? Why didn’t they arrest David sooner ??? Who was responsible for overseeing the Celeste Rivas case while she was still alive ?? Did they follow protocol? And if yes, what can we do to ensure that protocol improves?

Why did we, as a society, as “the people”, leave it up to David and Celeste to make such a dangerous decision? Why did we leave it up to the predator to give himself up, or his victim to testify against him?? it’s like we knowingly let a child walk all over a minefield, and then got mad at the mines. As if we didn’t have alternatives all along! Why didnt her parents push the systems in place to do their job? And why should her parents have to push in the first place.. I’m tired of all these kids going missing and no one protecting them.

TLDR; At WHAT point in this case should I expect LASD / RCSD to be held liable for their negligence and/or malpractice??

I hope Celeste’s parents sue the police for wrongful death. Or if they can’t because they are complicit, I hope the people of California wake up and do the right thing.
