I'm unsure of the legality of this.

To my knowledge, theft is an either-way offense, and under PACE you can citizens arrest for an indictable or either-way offense.

If someone stole property from you directly, And you have reasonable suspicion they have committed theft, could you keep them there until police arrive?

If they were to resist the citizens arrest/attempt to escape, could you tackle them or apply non-excessive force to prevent them from escaping?
