UST or TIP

I’ve been undecided about which school to enroll in. I passed the USTET, but my family doesn’t have enough money for UST. I’m not sure whether I should apply for the San Lorenzo Ruiz scholarship, but I don’t want to risk ₱10,000 for the reservation fee and then fail to qualify.

On the other hand, TIP’s tuition is more affordable, and I am also planning to apply for the entrance discount scholarship. However I've read online that their tuition tuition goes up to ₱70,000–₱100,000 for the next school years. I'm not sure if it applies to my program so please tell me.
