I've been struggling with finding the best point to build towns. I find myself a lot of the time trying to fill up market demand and construction resource shortages, but my economy is only increasing moderately and I find myself falling behind the AI most of the time.

So I'm curious if I should be saving up my ducks for towns? Or is there something I'm missing to economic growth as a whole.
