Can't make out exact last name have couple ideas but not positive any help would be much appreciated for the name of artists it's on leather they are work is on leather not on canvas or copper or anything it's leather it was given to me Years Ago by Wilma mankiller

Curious if this is a mint error I believe the second or third printing process where obviously everything didn't come out but the seals & serial numbers, the number 10s are standing out very bold and bright how could the rest of this look like that if it's not an actual mint error any help is appreciated thank you
