I'm really clueless about buying cars and I am just looking for a budget car.

Can anyone explain why some cars don't have rego when the seller is from a mechanic? I have talked to one and he informed me rego will be done once we have agreed I buy it.

Is this really how it is? Would it still be safe to buy one from them?

What should I look for when I go and inspect it?
