My Guess:
Is it that 1 is mandatory and federalized, 2 is optional and can be done by a state-per-state basis, and 3rd is an early version of the complicated ObamaCare?

Bentsen 299 / Gramm 239
Did a lot of good initiative and major successes, based on the numbers on the reports
Passed DukeCare (nice!), did not tank the economy, won the midterms with increased Dem margins, replaced Greenspan with my own Fed choice, dropped Bentsen for Al Gore (sorry, but I like Gore more), and other nice stuffs
Achievements: "Ahab's Revenge" (passing DukeCare) and "Dickey Flattened" (just beating Phil Gramm)
But I'm pretty sure I either messed up the state visits and/or picked the stupid options for the re-election questions afterwards.
EDIT: I did, tried again and now I can get 300+ EV easily
Barely got elected in Michigan and Missouri (almost became the next 2000 Florida)
Any suggestions on what I could have done better?
