Are the 3M indoor insulation kits okay to use on the outside? The inside part isn't even, or has bits in the way so wouldn't be able to insulate properly.

Mostly want to do this as I have old windows and the neighbours smoke comes in through the gaps of the window so thinking of ways to stop it coming through.
