Hello! I don't know if I have a complicated question or if it's just slightly nuanced, But my parents property is the last house built on this road. There's not a cul-de-sac, the road just ends and they're the last house. Next to them is an empty lot that is owned by a developer, that has changed hands a couple of times but they've never done anything with it, the trees in foliage have just gone bigger over the years. The problem that we're seeing is that the land immediately next to my parent's house goes uphill and then there are huge pine trees there that lean over quite a bit, and we're worried that with a big enough storm they could fall onto my parents house, like a WWE wrestler from the top rope. In this case I've tried reaching out to the developer but I can't get any contact information. Should I get an arborist to come out and state that it's a problem? I talked to the city public works and they said that we can't do anything because it's private property not public. What course of action do we have?
