Is the only way to achieve this to be of one of the two houses descendants?

Currently making a new dunedain ranger and enjoying paving my own way. I saw that the dev diary states those hegemony’s are in the game but under those conditions so I assume, like the base game, they are hard conditions for the Hegemony?
