Is it possible for a kolkata resident to shift to Darjeeling permanently (read disc)

Hi, my dream is to shift in Darjeeling in near future it's my dream place. Do they sell land or houses to outsiders like in northeast it's not possible for mainlanders to buy property under 20 yrs of staying. Is it the same in Darjeeling??
