Win some, Lose some

First five are wins from two of my plants; I have three more with blooms (the white one -not shown- needs a cage, it falls over every year because of so many blooms); the last pic is three of four that were put in at the same time (4 years ago) and have yet to produce so much as one bloom; what am I missing?

I posted a couple of questions a little while back and y’all shared your knowledge and recommendations - thanks! Imm pretty stoked right now; almost everything has true leaves kicking in! I opted to do more splitting and potting than trimming at this point, though I did do a few group pots that will still need trimming; apologies the closeup is poor quality, I’m posting on break and unable to get a better photo, but again, thanks!!

Also, had some mixed feedback on my reading - do these look like they’re to the point of adding in the fish fertilizer? For what I’ve potted, how long should I let those settle (potters/raised bed soil) before adding the fertilizer to the mix?

If pertinent info:
- Light cycle in the tent is currently 12hr on/off
- fans are on a 4hr on/off cycle
- I’ve been bringing them outside for about 3hrs-5hrs for the last 2 days
- transplants have been as able since Friday (APR 25) and finished up Wednesday (APR 29)
- I still plan to do the same to the Peppers, just haven’t had time
