Outboard Motor Help

Hey, so I got this boat from my dad, and it has been sitting for a while. He had some work done on it before I got it, but now I'm trying to start it, and I'm unable to start it. I have tried a few different things to diagnose it, but I can't figure it out. I don't have any experience with boat motors, but I have done a fair bit of work on lawnmowers, ranging from power to carb work. Any tips would help; I am 99% sure it is a 2-stroke motor. I just tried using the gas that was in it already, I know I'll probably need to replace it.

Things I have looked at or tried:

  • Spark - It has spark

Issue Found:

  • There are a few leaks in the gas line leading to the tank, so I have ordered a replacement.

Things that "feel" wrong.

  • Pull is really hard to pull, and gets a lot easier to pull when the sparkplugs are removed.

More Questions I had.

  • In the 2nd-to-last image, there is a black knob near the air intake/carb. What does it do?
  • In the last image, there is a small screw and spring; it looks like it is for some adjustments, but I don't know what for. It also looks to connect to the carb as well.
