I’m just starting the process of trying to help a friend who was boots on the ground in Vietnam and saw combat. He has never sought treatment, but he acknowledges that he most likely has PTSD. His wife says he still has nightmares and even fights her in his sleep.
He recently filed his first claim and was given 10% for tinnitus. His VSO told him that since he doesn’t have cancer, he doesn’t have anything presumptive under the PACT Act. I believe this part is incorrect, and I’m starting to research areas where I can better help him.
My question is for raters and others knowledgeable in this group: Does he need to have prior treatment and a formal PTSD diagnosis before applying for it as a disability, or will a C&P exam be enough to establish a diagnosis along with lay and witness statements?
