Even though tourism to North Korea is currently closed to most international tourists (with limited, tightly controlled tours primarily available to Russian nationals), the country has been open to foreign tourists in the past and could reopen again in the future.

Tourists who visit North Korea generally go on a state-guided tour where the itinerary is tightly controlled and limited to pre-approved locations. Tourists are accompanied by official guides at all times, and have to follow specific rules. Contact with the local population is very limited or restricted entirely.

Please keep in mind that the question is not about whether or not you think it is safe or about whether or not you personally want to go, but about whether or not you believe it is unethical to travel to North Korea as a tourist.
