Does taking reactive strike as a commander make sense, if I already use a shield? I feel like between using Shield Block and the tactics, I will rarely have the reaction to spend without losing out on cooler options.

Can a commander wield a weapon in one hand, hold a shield in the other, attach the banner to the shield, and still be eligible for brandish actions since they can use their shielded arm to wave the banner?
