Neighbor's "fence guy" botched our shared fence repair – need advice on DIY fix + gate solution

Last fall, my neighbor hired someone to repair the fence between our properties. She sold the house before the repair was complete and left the Province. The guy pulled out the old concrete-footed posts (which were leaning badly) and had new post holes dug and set. So far so good — but he rehung the original panels on the new posts and the work was bad enough that I paid him for his time and sent him on his way as soon as I saw what was happening. The bottom of the fence is below grade and actually covered in dirt in some sections. It's scabbed together so bad I can't even believe this is work that I paid for but I just wanted him off my property.

Winter hit before I could address it, but now that spring is here I'm ready to tackle this myself. My priority is keeping costs as low as possible and I really don't want to pull up the posts but he cut them off too short.

I also need to sort out the sliding gate — that's a separate issue, not his work. Every winter, ice and snow bind it up to the point where it's nearly unusable, so I'm looking for a design or hardware solution that actually holds up to the cold.
