[TOMT] [CD-ROM kids/toddler game] [90's or early 2000's] Multiple locations including a circus and a tall building, as well as the ability to travel by boat
There are maybe 3 (?) different locations. One way to travel to a location is by boat. On the boat, you play this game with fish and coins I think? One location has a circus with a clown, you can shoot him up and pop balloons that are in the air. Another location has some tower or skyscraper activity with shapes I think? I played this in the early 2000's but the game could have come out in the 90's.
