We have an "extra" parking space on our plat of survey that is listed as a "loading zone". When I moved in I was told that the rest of the people who lived here used that as an impromptu guest parking space. I used this in 2023 a couple of times with guests and rental cars. Whenever I used it, I noticed that almost immediately another car would take it as soon as I left. This car belonged to the husband of "Resident C".
Here's the thing: I don't own a car.
Important bit: This is not in the CC&Rs. In the plat of survey this is a loading zone. There are no regulations or rules about the loading zone / guest parking space or any parking rules at all really. We all own our own assigned parking spaces. It's gated. No one really takes anyone else's parking space. Never been a problem.
They've made rules (no votes, just invented them on the fly), they've hired a towing company, they put up signs, they made parking placards, guest spaces cannot be used for second vehicles residents own, ... etc
Not in the CC&Rs.
For 3 years now the current board has made a huge deal about anyone using this parking space.
The current board president made the mistake of saying "You keep asking about the parking lot, but all the complaints came from your building!"
The punchline
The only other person with a vehicle parked in that place in my building was Resident C who was a member of the board. The board was complaining to the board so the board member could park their second car in the "guest parking space".
After 3 years the board president just said the quiet part out loud.
The Double Punchline
In those 3 years I have told Resident C she could use my parking spot (remember: I don't own a car and only rarely rent one) for her second vehicle. She refused unless she could rent it - I can't be bothered with all that, so I told her to use it for free.
Instead we have a 3 year long battle over a parking spot with someone who doesn't even own a car.
