I was moved to OPM from NFC. I owe a FICA deposit to buy my time for my first fed job. How do I go about submitting SF 3108.

Why does BCBS FEP dental suddenly think I have other primary dental insurance? I am recently retired, but did not change my dental insurance. I did change my medical from BCBS standard. Both my husband and I have been to the dentist (different dentists) and both claims are not being paid because “your insurance company has primary coverage”.
