disbursement date has changed multiple times from the 1st all the way to the 16th.. sigh.. seriously just need my refund to buy a new laptop. anyone in the same boat?

My disbursement date has changed like 4 more times since the semester started (5/1) and it keeps getting pushed back. Any one else have this issue, or any idea when I can expect my balance to be negative? Last time I got my refund check 10 days after the semester started and clearly this semester is diff
