Trying to figure out if I have an issue with my district cooling connection or it's just not that cold. Coldest I can get the aircon on any of my three coolers is ~23.5C, even running at full blast.

I've heard that there might be a valve that's not fully open, but also it's possible the building just doesn't get very cold cooling. Don't want to cause a big commotion if 23.5C is as cold as any unit in the building can get, especially as the jurisdiction guy's English isn't great.

Is 23.5C reasonable? If not, who do I start with? District cooling provider or jurisdiction person? thanks
