I'm sure this is operator error, but when I check the voltage of fuses that should be accessory power in my Sierra 3500, they show a positive voltage with the truck turned off and I expected them to be 0V. Fuse F8, which is for the window switch, indicates 12V, but the switch isn't functional. What am I doing wrong?

ETA: I'm testing with the passenger door open. Is that preventing it from truly entering sleep mode and removing power to those fuses?
