Enjoy Yourself - very cool tutorials Remix [berryblue, very cool tutorials]

This sound is so iconic and nostalgic, but I cannot think of exactly where I've heard it before.
This is kind of a terrible example, and it's from a remix of a song im not even very fond of funny enough, but it's the closet thing I have off the top of my head.
I feel like I've only ever heard it as this 'digitally' sound.

I'm also trying to get into producing my own stuff and was interested in using or sampling this sound, so I'd like to know if there's a source of origin or a simple way to recreate it maybe?

1. Is it a simple chord progression (which would lowk be embarrassing)
2. Does this sound have a name or term?
3. WHERE HAVE I HEARD IT BEFORE??
