Elderly couple receiving poor trading standards

My elderly parents are paying an upholstery service upward of £2000 (Around £2500) to re do their sofa and 2 armchairs.

They specifically requested that the covers were removable, they wanted the webbing at the base re done and the cushions re done. I was there for this conversation.

There was also an £800 deposit and discussion before commencing the work that they would be called to come and check the work before having the furniture returned and the rest paid.

On viewing, the webbing is fine, fabric is nice that they selected however they have used the original foam which is worn and nearly 40 years old, the cushions have around an inch gap between them (previously snug fit I assume now no longer due to being “pulled in” by the new fabric) and the covers to the foam are non removable due to being attached by buttons despite having zips in place as if intended to be able to be removed.

On discussion around this the receptionist who had always previously been very friendly went almost immediately into “corporate bullshit mode” stating nothing could be done until the owner is in tomorrow.

what steps can we take and what legal action could we persue if any for this?
It seems completely unacceptable to charge an elderly couple this amount for such poor workmanship.
