Could Frank Underwood (or Franz Unterwald for the purpose of this hypothetical) have stopped Hitler in 1933?

What if we replace the President's real-life Secretary with Franz Unterwald—a ruthless, Underwood-level political whip?

The Setup: Jan 1933: The Nazis are the biggest party but they’re bankrupt and losing votes. Hitler is desperately trying to blackmail the President using a tax-evasion scandal involving the President’s son, Oskar.

The starting point: Jan 15: Unterwald finds the tax-evasion evidence first.
