Is this normal for live fish tanks in supermarkets?

I’ve been seeing this live catfish tank in SM Megamall supermarket for years now, and recently it’s been looking worse and worse. The water level is always extremely low, the water looks dirty/cloudy, and the fish are packed tightly together with barely any room to move.

I know live seafood tanks are common in supermarkets, but this honestly looks unhealthy and stressful for the animals. The condition of the tank also doesn’t seem temporary because it has looked like this for a long time.

I took this photo recently. Does anyone know if this is considered acceptable fish handling/welfare, or is this actually neglect?
