I had initiated a claim from my previous organisation to latest organisation. I had resigned from my latest organisation and also initiated Final PF withdrawal a few months back due to which that account was empty. I hadn't transferred my pf from my previous account after switching and hadn't withdrawn due to which I'm unable to withdraw now. It was because of this that I tried to transfer the pf now and withdraw it again.

But my transfer claim got rejected and the reason given is this. Is it because I had already withdrawn Final PF that I'm not able to do it? Or is there some other reason?
