Did ancient chariot using cultures use chariots because horses at that time were too small to effectively carry a rider in battle?

I've come across this theory a few times but the authors seemed to take it for granted and offered no proof. Have archeologists ever dug up ancient horse skeletons and compared their size to modern horses? I know the stirrup wasn't in use until after the Roman period but that didn't stop the Greeks or Romans from fielding cavalry.
