Help - what is it, and how can I get it to go away?

This patch of grease has been on the underside of our counter since we moved in seven years ago. It hasn’t grown in size, but hasn’t gone down either - the cupboard (food box storage) gets a little greasy over long periods of time, as you can see by the drips on the side.

Above is the laminate counter, absolutely no grease stains or anything abnormal. Above on the right is the cooker hobs.
