I'm in the early stages of planning to import a shipment of lithium batteries from China and I'd love some guidance from anyone who has done this before or works in this space.

The shipment includes a mix of:

- LiFePO4 Prismatic Cells (used in solar storage & off-grid power systems)

- Rack-Mount & Wall-Mount LiFePO4 Battery Modules (for ESS, UPS, and home solar backup)

- NMC Pouch Cells (high energy-density cells used in EVs and e-scooters)

- Smart Battery Management Systems (BMS)

- A custom battery pack engineering service from the supplier

These are CIF-shipped, meaning freight and insurance are covered by the seller up to the destination port — so I'll be dealing with customs clearance on the Tanzania side.

Here's what I'm trying to figure out:

  1. TBS (Tanzania Bureau of Standards)– Do lithium batteries require TBS type approval or product certification before they can be cleared at the port? What's the process and how long does it typically take?

  2. TFDA / SUMATRA / EWURA – Which regulatory body, if any, has jurisdiction over energy storage products like these? Is EWURA involved since some of these are for power/solar applications?

  3. Tanzania Customs (TRA) – What HS codes are typically used for LiFePO4 cells, battery modules, and BMS units? Are there any import duties, VAT exemptions, or incentives for clean energy/solar products?

  4. Dangerous Goods & Shipping Compliance – The cells are UN38.3 certified. Is there anything specific Tanzania Ports Authority (TPA) or TRA requires for lithium battery shipments in terms of MSDS, packing declarations, or dangerous goods manifests?

  5. Pre-Shipment Inspection – The supplier offers SGS/BV inspection. Is a pre-shipment inspection report required or recommended by Tanzanian authorities for this type of goods?

  6. Any agents or clearing companies you'd recommend who have experience handling energy/electronics imports through Dar es Salaam port?

Any experience, advice, or even warnings from people who've gone through this process would be hugely appreciated. I want to make sure I'm not caught off guard at the port or hit with compliance issues I wasn't expecting.
