Question is simple. When/how do I know when I should switch from a staff to a dagger/off hand. Is there like a known rule to follow when deciding this shit?

Also when looking for stats for the main/off hand do you basically look for the same stats as you would with staves?

But mainly I wanna know how/when you would know to switch from a staff to some off hand and x main hand. Like what are the rules?
