To me, the easiest way to rp The Culture in Stellaris is to play Rogue Servitors, but I find myself at a crossroads when it comes to conceive a build for it.

First off, should I use the Arkship, Void Dwellers or Shattered Ring origin ?

Second, which second civic should I use ? The most logical one seems to be Spyware Directives since The Culture relies a lot on Special Circumstances in its foreign policy in the books.

What is your opinion on the matter ?
