How exactly does the rebellion mechanic work?

I was messing around as China just testing somethings out and ended turning one of my cities into a city state. I'm trying to learn how to farm it lol. Can individual cities rebel when your empire as a whole is happy?

This is a really big accomplishment for me. This was literally my last chance and I did it. I don't know if other schools have this, but at my school, you need a 2.8 gpa in some pre req classes(PHYS 1/2, calc 1/2,etc).

There is actually a funny and maybe motivating story about how I reached this point.

I have been college for 6 years and I am not set to graduate for 2 more years or 45 credit hours. I didn't take my first 4 years of college serious at all. I had changed majors a couple times didn't care about failing classes, sometimes took barley any credit hours. Finally, I saw all my friends graduating, getting jobs, making money and I realized they weren't going to wait for me. So I locked in and started getting good grades. Got an A in ODE, B in statics, C in dynamics(that's good for me, it was a hard class - although I have gotten smarter since then).

But, there was one class that was posing a big issue for me. The last class I needed for engineering academic standing. PHYS2212 - electricity and magnetism. I had attempted this class 3 times before. You are capped at 3 attempts at my school for a class, unless granted an exception by the department head. Even worse, I didn't even know I had attempted this class 3 times. That's how insanely lazy I used to be. I never showed up to the class so I didn't even remember taking it. So submitted a form to take the class a 3rd time. A few days later, I get an email from my advisor. She doesn't seem pleased. I have a meeting with the ME department head. She wants to discuss my future in engineering.

So I schedule the meeting a week later. I dress nice, I think about what I am going to say. I show up early. As soon as the meeting started, she was grilling me. In short: "So I am looking at your transcript. You had a bad gpa in high school and you have a bad gpa now. Why do you think that is" in only slightly more diplomatic language. Initially, I was pretty shocked, I had anticipated her bringing up my college gpa, but not my high school gpa. I basically said "uh". She stopped me and said "you realize your future in engineering isn't guaranteed, right?". Then, I snapped by into shape, told her how serious I took the situation, and gave her my reasons for my low gpa in high school and college: I didn't care and I wasn't ready for college straight out of high school. I wasn't mature enough. I also cited my recent grades in other classes and my midterm grades as evidence I had changed. She liked all my answers and agreed with me. We actually started getting along a lot in the meeting talking about our interest. She was very helpful and granted me an exception to take physics 2 one last time.

Because of the delays in registering for this class, I ended up getting stuck with a "crappy"(which means hard) professor. A lot of people don't do well in his class.\

So I show up to class next semester, and not only is he difficult professor, but it turns out electricity, magnetism, waves, diffraction, flux, etc are insanely difficult topics! This was the hardest class I had taken. By far. Not only that, but I needed to get a B in order qualify for engineering academic standing.

Well, it was hard as hell, but I did it. I got an 84 in physics 2. I have a 2.83 gpa which meets the requirements. I studied so hard for that class. I have come out smarter.

Anyway if there are any takeways from my college experience it is:

  1. Don't give up

  2. You need to find a reason to shape up

I had some much stress about this class for the past 12 weeks. Now I need to stress about getting an internship, a girlfriend, getting in shape. Uhg.
