Does anyone have an explanation for why 14th-17th (Elche, Mallorca, Girona, Espanyol) are ranked in that order?

Elche and Girona haven't played each other twice yet so I can understand GD being used to rank Elche first. However, Mallorca, Girona, and Espanyol have all played each other twice, so wouldn't the tiebreakers then reset and H2H points be used? In which case it should rank Girona, Mallorca, Espanyol. Or does it also remove Mallorca due to superior GD against Girona and Espanyol, then reset to check H2H points for Girona/Espanyol?
