I am so confused .. who are the buyers

why would you buy a 2/3 bed with 30-40 years lease left , 12-18k service charge for excess of 700k , what is the story I am missing

There are many in market so I guess there are buyers for it

House buy : Confused between Bromley common/ Farnborough and North locksbottom

Young family FTB with a infant. We both are near about remote and hence access to Train station is not the main consideration.
Which of these would be a better FTB place. My initial impressions (as someone not from this side of london and a PWC) were below
a) North Locksbottom does not look that posh as people say on internet (looks normal like any other surrounding areas) hence do not understand the additional price associated with them.
b) Farnborough looked better to me in most aspects although very few houses in stock for us there again quite expensive (even more than N.L)
c) Bromley common seems to be cheaper but more open and leafy but further away from train connections , I am guessing there is are buses for both Orpington & Bromley to reach London somehow. How is the area ?
d) Any similar vibe area around which I should be looking at ?
Requirement : Good primary schools / 3 bed semi / ~650k ?
