At what level does it actually become mandatory to have a dedicated blocker?

I play in a lot of "high B" and "low A" level pickups. We usually play two-back defense because most hitters at this level aren't consistent enough to bounce balls anyway. But every once in a while, we get a tall guy who insists on camping at the net, even if he’s not getting touches.

In my experience, a bad block is way worse than no block at all because it just creates a blind spot for the defender. What’s your personal threshold for when you tell your partner to start peeling every time? Is it based on the opponent's height, or just how hard they can swing?
