You're Jungling for the blue team. You have prio bot and mid, and Drag is up. For this example lets assume you're ahead and you have the stronger team. Although that doesn't inherently matter, since prio is even more important here. But there is a very, very high likelihood that the enemy team cannot contest Dragon here against your team.

Your mid and bot lanes are pushed and you just took bot scuddle. I believe that it would be ​reasonable to say this is a good time to call Dragon. You ping and start Dragon. Your bot stays bot and mid stays mid.

Now, you're faced with a situation:

  • Leave Dragon
  • Attempt to solo Dragon

There is a very high risk for soloing Dragon, as seen in the second picture -- the entire enemy team minus top collapses onto you, killing you and taking Dragon. You can of course, dash or flash out -- and risk being chased down by Highlander Yi or Kassadin (neither of which Kindred can outrun).

The only true safe play here is to leave Dragon and risk the enemy team starting. So lets break down why your team did not respond, then lets break down the consequence of this situation, regardless of your decision previously.

The reasons for not responding

  1. Your ADC/Mid might be on the verge of finishing an item, and needs another plate for the gold or a few more minions.
  2. Your laner has absolutely horrible map awareness, doesn't follow pings and autopilot the game.
  3. Your laner is intoxicated/high, on the phone, or otherwise impaired or distracted (I put most of my money on this one).
  4. Your laner suffers from main character syndrome, and is solely focused on their lane and does not understand objective priority.
  5. You made a bad gank or play earlier on and now your laner is maliciously sabotaging the game or simply has no faith in your decision making skills.

I'm not saying any of those reasons justify the behavior, but it helps to understand exactly why they aren't responding.

Now I want to explain why this situation can inevitably get you blamed for JG diff.

Scenario 1: You surrender Dragon

You leave Dragon as the enemy team collapses and they swoop in and take it. You get out alive, yet now you're a Dragon down. Your allies don't comprehend, "That's our fault." They believe the Jungler is responsible for Dragon/Barons and if you continue getting no help with Dragon and get Soul Swept, you will get called for Jungle difference. You might even die attempting a steal (Basically your only hope). Your allies may continue to laugh at you, truly believing you are a terrible Jungler.

Scenario 2: You die attempting to take Dragon

This was basically covered in scenario 1, but if you stay with Dragon and die attempting to take it, your team will think that you're simply getting out-Jungled, failing to realize that taking Dragon is often a team effort. You will get called on Jungle Diff for this. Even if you make fhe steal, your team will likely not see you as dying a hero. The boat is already sinking and they'll ignore your play and continue focusing on the negatives.

Conclusion: At the end of the day, it is a team game. I want to also state that if the Jungler doesn't acknowledge that the team isn't responding, it is the Jungler's fault for dying trying to solo Dragon. We are responsible for reading the map. My mid/bot isn't coming? It's up to me to play smart and only take what I know I can get. Even if that means I'll get blamed.
