iPhone 16 Plus camera/microphone settings

I seem to have lost access to the camera and microphone permission settings in ALL of my applications. This problem has shown up unexpectedly for every app.
Example:
I have had the Merlin app for recording bird songs for a few years. As of Sunday morning, when I open the app and press record, I get a notice - “unable to record. Make sure Merlin has microphone access in settings”. The notice has 2 buttons - “ok” and “settings”. I select settings and get directed to the settings for the Merlin app. There are no options for microphone access on the page at all.
The above example is the same for camera settings across all apps on my phone. I have not run any updates of made any changes to settings that would affect this. The apps were running without issue before Sunday morning. What is going on? What can I do?
