Genuine question. Waiting for the ferry or waiting for a bus I see empty ferries and buses just sitting around. (Ferries go out and sit 500 meters offshore while buses sit in the parking spot.) Meanwhile, crowds build up wanting to get somewhere (Amalfi, Positano, etc.)

Not a complaint (per se) but I really want someone to explain to me why that’s case. Is it lack of workers, regulation, etc.? It just seems like a waste to me.
